TAIPEI, Sept 20 (Reuters) - Tesla supplier Hota Industrial Mfg. Co (1536.TW) will invest $99 million to build its first plant outside of Asia in the U.S. state of New Mexico, the Taiwanese company said on Wednesday, citing greater emphasis on regional production in supply chains. Hota, which makes gears and other auto components primarily in Taiwan, said it would begin construction on the factory in Santa Teresa, near the U.S. border with Mexico, early next year and mass production in 2025. Hota is a key supplier to Tesla (TSLA.O), GM (GM.N) and Ford (F.N). James Huang, chairman of the Taiwan External Trade Development Council, said EVs would be an important focus for bilateral trade and especially in New Mexico.

The sheriff who oversees Bernalillo County and the police chief in Albuquerque said they won’t enforce the governor's order because it violates constitutional rights. Lujan Grisham defended her order as necessary, and rebuffed any calls for impeachment. Some critics have said it’s concerning that only those who want to curb gun rights have the Democratic governor’s ear. Top law enforcement officials and prosecutors have said they weren’t consulted before Lujan Grisham sprung on them an order that even she admits will be ignored by criminals. The Catholic Church was among the few who joined longtime gun-control advocates on Monday in support of the order.

Michelle Lujan Grisham's emergency order suspending the right to carry firearms in public in and around Albuquerque drew an immediate court challenge from a gun-rights group Saturday, as legal scholars and advocates said they expected. The governor, a Democrat, said the 30-day suspension, enacted as an emergency public health measure, would apply in most public places, from city sidewalks to parks. The top Republican in the New Mexico Senate, Greg Baca of Belen, also denounced Lujan Grisham’s order as an infringement on the gun rights of law-abiding citizens. Levinson said she was not aware of any other governor taking a step as restrictive as Lujan Grisham. “I don’t think it will be a political loss for (Lujan Grisham) to be overturned,” Levinson said.

Michelle Lujan Grisham has declared gun violence and drug abuse a public health emergency after a string of recent deadly shootings, some involving children. Lujan Grisham cited the shooting deaths of three children from July through September, as well as a pair of mass shootings in the state. “The time for standard measures has passed,” said Lujan Grisham, a Democrat. The order also prohibits firearms on state property, including state buildings and schools, as well as parks and other places where children gather. The state has one of the highest rates of gun violence and suicide in the nation.

Michelle Lujan Grisham of New Mexico announced a 30-day ban on carrying firearms in public areas or state property in Albuquerque and its county, a move that she said was a necessary response to gun violence in the region but that critics denounced as unconstitutional. The ban was issued on Friday as a declaration of a public health emergency, which Ms. Lujan Grisham said allowed the state to access different resources. The executive order, which covers Bernalillo County, prohibits open and concealed firearms on state property, public schools or public parks, with exceptions only for law enforcement and licensed security guards. Residents with gun permits can still have weapons on private property. Ms. Lujan Grisham, a Democrat, said she was spurred to action after several recent fatal shootings of children, including an 11-year-old boy who was killed outside a minor-league baseball stadium this week in Albuquerque.

As a congressman in 1994, Richardson visited reclusive communist-ruled North Korea to discuss a nuclear accord struck by Clinton. As Richardson was traveling to the country, North Korea shot down a U.S. military helicopter that had entered its territory, killing one pilot and capturing the other. Richardson stayed for weeks to negotiate, flying home with the dead pilot's remains while the surviving pilot was released soon thereafter. In 1996, Richardson negotiated the release of an American named Evan Hunziker, jailed on spy charges in North Korea. Bill Richardson, a longtime fixture of Democratic politics with turns as Energy Secretary and United Nations ambassador under the Clinton administration, died on Friday, the Richardson Center for Global Engagement said in a statement. Richardson later served as US ambassador to the United Nations and secretary of energy before being elected governor of New Mexico in 2002. Bill Richardson, the former two-term New Mexico governor and veteran diplomat, has died at 75. Richardson served as ambassador to the UN and Energy Secretary under President Bill Clinton. Last month, he was nominated for a Nobel Peace Prize over his work to free political prisoners.
